Caretakers are the silent victims of those who have mental illness.  The disease itself leaves a mark on the family and friends of the patient.  But beyound that, the government in its disfunctional methods takes these people who are trying to keep their lives together and makes them into a victim of the state's practices.  And the state can be relentless in it's ineptitude.

Seven years ago Ed Kramer was charged with a crime for which the police have yet to identify a victim.  From this the government has created numerous "Silent Victims".  The friends, family, and associates of Ed who suffer becuase, despite Ed's innocence, he has been taken from their daily lives without so much as a trial.

We suffer without recourse under a government that cares less about us than they care about Ed.  Bythis action the government destroys the very society it claims to protect.
